C-Tick Certification as Australian EMC Certification Project

The laboratory provides C-Tick test reports, which are then registered by Australian importers.

A/C-Tick is a certification mark issued by the Australian Communications Authority (ACA) for communication equipment. Manufacturers and importers must use A/C-Tick in accordance with the following steps:

1. Product Execution ACAQ Technical Standard Testing

2. Registration with ACA for the use of A/C-Tick

3. Fill in the Declaration of Conformity Form and keep it with the product conformity record.

4. Label with A/C-Tick sign on communication products or equipment

5. A-Tick sold to consumers is only applicable to communication products. Most electronic products apply for C-Tick, but if electronic products apply for A-Tick, they need not apply for C-Tick. Since November 2001, EMI from Australia/New Zealand has applied for merger; if products are to be sold in these two countries, the following documents must be ready before marketing for random inspection by ACA or Ministry of Economic Development authorities.

Authentication level


Australia's EMC system divides products into three levels. Suppliers must register with ACA and apply for the use of C-Tick logo before they sell products of Grade 2 and Grade 3.

Level 1 products refer to products with low interference radiation to devices using wireless spectrum, such as manual switches, simple relays, one-way squirrel cage induction motors, resistors, etc. For Level 1 products, suppliers must sign compliance statements and provide product descriptions. Level 1 products can voluntarily apply for the C-Tick logo, but after the supplier chooses to use the logo, the supplier will also provide a compliance statement and product description along with a compliance record to prove that the products described in the statement have met the relevant EMC standards. Testing sites are not required and internal testing is allowed.

Level II products refer to those products which have high interference radiation to devices using wireless spectrum, such as switching power supply, welding machine, dimmer, most household appliances, etc. In addition to signing conformity statements and providing product descriptions, suppliers should also provide test reports according to relevant standards. If there are no relevant standards, they need to provide technical structure documents, test locations are not required, and internal testing is allowed.

Level 3 products refer to those products which have extremely high interference radiation to the equipment using wireless spectrum, i.e. CISPR11 and CISPPR 22 coverage products. Communication terminal products are still included in this scope, but from November 7, 2003, the terminal products will be classified into Grade 2 products. In addition to signing conformity statements and providing product descriptions, suppliers must also provide test reports issued by accredited testing organizations. At the same time, the quality management system certificate issued by QSM certification authority should be issued.

The information of Australian suppliers must be marked next to the C-Tick logo so that ACA can effectively trace back to the supplier responsible for EMC when sampling products on the market. The identification of information includes four aspects:

1. The registered name and address of the Australian supplier.

2. Australian Company Number

3. Number issued by ACA to Australian suppliers.

4. The Australian registered trademark used in the Australian market.


Sequence tags

Radio communication equipment or special electrical and electronic equipment must comply with the relevant label announcement requirements, otherwise they cannot be sold or supplied to Australia.

The C-Tick is a sequential label that applies to the items covered by the label notice below.

1. Radio Communications (Sequence Label with Transmit) Bulletin 2001 Brief Description of Compliance with EMC Adjusted Arrangements

2. Radio Equipment (Sequence Label) Bulletin No. 1 1996 Shows a Brief Description of the Subordinate Adjustment Arrangement of Radio Communications

3. Radio Communication (Sequential Label-Electromagnetic Radiation) Bulletin 2003 Brief Description of Subjection to EMR Adjustment Arrangement

Under the EMC adjustment arrangement, a sequential label must be attached to the product before it can be supplied to Australia. It is also a sequential label for non-radio communication products that must conform to electromagnetic radiation (EMR) rules.

For telecommunications products, EMR is covered by A-Tick sequential labels.

Sequential labels on C-Tick must have supplier information that identifies suppliers. This information may take the vendor code issued by ACA, the number of the Australian company or other forms detailed in the relevant label announcement. Product scope

According to the EMC product catalogue issued by the government in 2001, the main products involved are:

Industrial, scientific and technological, medical (ISM) equipment, audio-visual equipment;

Household electrical equipment;

Electric tools and electric heating appliances;

Lighting and similar equipment;

Information technology equipment.

The products that need not be applied for are:

Equipment manufactured outside Australia and not sold for imports into Australia;

Equipment imported from New Zealand for sale in Australia and in compliance with relevant New Zealand regulations;

Products not required for application.
