ROHS mark

Summary

RoHS is a mandatory standard enacted by EU legislation. Its full name is Restriction of Hazardous Substances. The standard has been formally implemented since July 1, 2006. It is mainly used to standardize the material and process standards of electronic and electrical products, so as to make it more conducive to human health and environmental protection. The purpose of this standard is to eliminate lead, mercury, cadmium, hexavalent chromium, polybrominated biphenyls and polybrominated diphenyl ethers in electrical and electronic products (Note: PBDE is the correct Chinese name refers to polybrominated diphenyl ethers, polybrominated diphenyl ethers is the wrong statement), a total of six substances, and the emphasis is laid on the content of lead can not exceed 0.1%.

RoHS tests included lead (Pb), cadmium (Cd), mercury (Hg), hexavalent chromium (Cr6+), polybrominated biphenyls (PBBs) and polybrominated diphenyl ethers (PBDEs).

With regard to HBCDD, BBP, DBP, DEHP and other projects, the directive only mentions whether or not to be included in the subsequent priority assessment, and does not require manufacturers to conduct testing.

On February 13, 2003, the European Parliament and the European Commission issued the Directive on Waste Electronic and Electrical Equipment (WEEE Directive for short) and the Directive on Restrictions on the Use of Certain Hazardous Substances in Electronic and Electrical Equipment (RoHS Directive for short).

RoHS Directive and WEEE Directive stipulate that there are 10 categories of 102 products which are included in the management of hazardous substance limitation and scrap recovery. The first seven categories of products are the main export electrical products in China. Including large household appliances, small household appliances, information and communication equipment, consumer products, lighting equipment, electrical and electronic tools, toys, leisure and sports equipment, medical equipment (excluding implanted or infected products), monitoring and control instruments, vending machines.

On December 3, 2008, the EU issued amendments to the WEEE Directive (2002/96/EC) and the RoHS Directive (2002/95/EC). The purpose of this proposal is to create a better regulatory environment, that is, simple, understandable, effective and enforceable legislation. The main contents of the revision of RoHS Directive are as follows:

1. Change the legal terminology, clarify the scope and definition of the directive;

2. CE logo and EC qualified declaration of imported products;

3. Incorporate medical devices, control and monitoring instruments into RoHS instructions in stages.


Six harmful substances were unchanged, but four substances - hexabromocyclododecane (HBCDD), 2-ethylhexyl phthalate (DEHP), butyl benzyl phthalate (BBP) and dibutyl phthalate (DBP) - required priority assessment in order to examine whether they would be included in the scope of restricted substances in the future.


RoHS Scope:

For new products that have been on the market since July 1, 2006.

Incandescent lamps and light sources for household use are included.

Special directives or regulations on safety and health requirements should not be violated - Vehicle ELV, Automotive Directive; Battery Directive, 91/157/EEC, 93/86/EEC&98/101/EC

Does not include: medical equipment or monitoring equipment (WEEE Directive 8, 9); maintenance spare parts put on the market before July 1, 2006; reusable products originally put on the market before July 1, 2006.


Restricted toxic substances:

Heavy metals:

- Lead lead;

Mercury mercury;

Cadmium cadmium;

Chromium (VI) hexavalent chromium.

Certain brominated flame retardants:

Polybrominated biphenyls (PBB's);

Polybrominated diphenyl ethers (PBDE's).

The maximum indicators are:

Cadmium: 0.01% (100 ppm);

Lead, mercury, hexavalent chromium, polybrominated biphenyls, polybrominated diphenyl ethers: 0.1% (1000ppm).

Six Kinds of Harmful Substances

RoHS aims at electrical and electronic products which may contain the above six harmful substances in all production processes and raw materials, mainly including white household appliances, such as refrigerators, washing machines, microwave ovens, air conditioners, vacuum cleaners, water heaters, black household appliances, such as audio and video products, DVD, CD, TV receivers, IT products, digital products, communication products, etc. Electronic toys, medical electrical equipment.

1. Examples of lead (Pb) using this substance: solder, glass, PVC stabilizer

2. Examples of mercury (Hg) (mercury) using this substance: thermostats, sensors, switches and relays, light bulbs

3. Examples of cadmium (Cd) using this substance: switches, springs, connectors, case and PCB, contacts, batteries

4. Examples of hexavalent chromium (Cr 6+) using this substance: metal anticorrosive coatings

5. Examples of polybrominated biphenyls (PBBs) using this substance: flame retardants, PCBs, connectors, plastic shells

6. Examples of polybrominated diphenyl ethers (PBDE) using this substance: flame retardants, PCBs, connectors, plastic shells


Testing principle

According to the requirements of EU WEEE & RoHS Directive, the qualified third-party testing institutions in China are to separate products according to their materials and detect harmful substances with different materials. Generally speaking:

4 harmful metal elements (Cd, Cd, Pb, Pb, Hg, Hg, Cr6 + hexavalent chromium) should be tested for metal materials.

In addition to inspecting these four harmful heavy metal elements, the plastic materials also need to be inspected for brominated flame retardants (PBB/PBDE)

At the same time, different packaging materials also need to be tested for heavy metals in packaging materials (94/62/EEC)

The following are the maximum concentrations of six harmful substances in RoHS:

Cadmium: less than 100 ppm

Lead: less than 1000ppm

Steel alloy less than 3500 ppm

Aluminum alloy less than 4000ppm

Copper alloy less than 40 000 ppm

Mercury: less than 1000 ppm

Hexavalent chromium: less than 1000ppm


Reasons for launch

For the first time, it was noted that cadmium was found in cables of game consoles sold in the Netherlands in 2000, which contained heavy metals harmful to human health in electrical and electronic equipment. In fact, lead and other harmful heavy metals are contained in solder and ink printed in packaging boxes, which are widely used in the production of electrical and electronic products.

When to implement

The European Union will implement RoHS on July 1, 2006. Electrical and electronic products using or containing heavy metals, PBDE, PBB and other flame retardants will not be allowed to enter the EU market if their limits exceed the standard.

Scope of application

Twenty-seven EU member states: France, Germany, Italy, Netherlands, Belgium, Luxembourg, Britain, Denmark, Ireland, Greece, Spain, Portugal, Austria, Sweden, Finland, Cyprus, Hungary, Czech Republic, Estonia, Latvia, Lithuania, Malta, Poland, Slovakia, Slovenia, Bulgaria and Romania.
